BELMONT COUNTY BOARD OF DEVELOPMENTAL DISABILITIES BOARD MEMBERS
MARLIN HARPER - President - Marlin Harper is a partner in the law firm of Harper & Hazlett in St. Clairsville. A County Board member since September 2003, he was appointed by the County Commissioners. Mr. Harper is solicitor for the village of Barnesville and served on the non-profit Thresholds to Tomorrow Board of Directors.
CYNTHIA TOUVELLE - Vice President - Cynthia Touvelle was appointed to the County Board by the Probate Judge in January 2007 and is the parent of a child who receives Adult Services. Mrs. Touvelle served on the Belco Works’ Board of Directors and has been an active participant in the Special Olympics program in Belmont County. She is Senior Director of Nursing and Care Management at Barnesville Hospital.
ANNETTE WIATER - Secretary The Board of Belmont County Commissioners appointed Annette Wiater to the Board of Developmental Disabilities in December 2009. She has been an educator for 25 years and currently serves as a teacher at St. Mary’s School. She is the parent of a son who receives Adult Services.
JOHN RATAICZAK - John Rataiczak was appointed to the County Board by the Probate Judge in January 2003. He is branch manager of the WesBanco Banking Center in Barnesville. He is a member of various community and civic organizations.
ROBERT QUIRK - Robert Quirk of St. Clairsville was appointed to the County Board by the Belmont County Commissioners in January 2012. Bob spent 27 years as an assistant Prosecuting Attorney for Belmont County, retiring in 2009. He is active in the community and has served on a number of other boards.
AMY DIAS - Amy Dias is the parent of a young child who attends St. Clairsville Public Schools. She was appointed to the Board by the county commissioners in January 2011 and serves in the position of immediate family member of a child eligible for early intervention or school-age services. Mrs. Dias holds a bachelor’s degree in elementary education from Youngstown State University.
Phillip J. Andes – Phil Andes of Shadyside was appointed to the Board by the County Commissioners in January 2013. He is President of the Andes Insurance Agency and is a member of various community and fraternal organizations.
